 Dr. B.R. Ambedkar, one of India’s greatest parliamentarians and constitutional experts, was a lifelong crusader for Dalits. He fought for a social order based on liberty, equality, and universal brotherhood. Achieving this required democratic institutions close to the masses, with adequate representation for women and vulnerable sections. However, Dr. Ambedkar’s relationship with the concept of "Panchayati Raj" (decentralised rural governance) was complex. At a time when we have surpassed a quarter-century since the 73rd Constitutional Amendment, it is critical to examine whether Dr. Ambedkar’s historical warnings about Indian villages have been proven wrong or entirely accurate by today's grassroots reality.
